You can only get HM Cut until you have the fourth gym badge. So in beta 1, you can find it.

DOWNLOAD NEW BETA 1
Recommended Config:
- Emulator: VBA 1.8 hoặc VBA Link 1.8
- Options==>Emulator==>Save type==>Flash 128K
- Options ==>Filter ==>hq2x
- Options==>Video ==>x2
- Options==>Framskip ==>Throttle==>No throttle
- Option ==>Framskip ==>0 (you can use speed button if you want)
- Sound On
After change, reset the emulator.

help I have now rock smash and I watched the giratina vs dialga match and then I fought against all the trainers in the town and the routh but it seems that I need a CUT so where to get this?

You can't find HM Cut in beta 1. It's 4th HM.
Look the world map, from now on you can go to Route D and continue...

Relax. I won't do a lot of changes to your Hack. What I will be doing is:
Correct your Grammar Mistakes, Change some Trainer Texts and errors.
