It's funny how Derpfisk can use Bounce... It flops around all the time! What's Bounce supposed to do anyways?

Sorta like Fly, but also paralyzes the opponent.

I know, but if Pokemon can't hit Derpfisk when he's bouncing, then what kind of aim do they have? Anyways, how can one Bounce as high as the birds fly?
