Why can't the LOCK button be available to people who start threads?

The same reason moderator powers aren't handed out to everyone who registers: so the power isn't abused. Also, I don't know if it's possible to even implement such a feature.

Because, it depends on the thread.
You can request your battle, trade, ROM Hack etc thread be closed.
But you can't for example, request a thread like "What's your favorite way to eat ice cream? :3" be closed.
Even though you made this thread, it's not really "your" thread in the way that the ones above would be.
