Indexed or not indexed?

I was trying to import the old pokemon red sprite for mew into firered. I had indexed it but when importing into firered an error came up "image is not indexed". Was this because the indexed colour was different than the firered indexed colour? Help me out here!

And I'm pretty sure there are programs for indexing sprites..
