Well, the Pokédex entry says that. But no one know, we are inspired by legends and mythological subjects found in the lost remains.
I do not think that Arceus was born from an egg ...
The only legendary Pokémon Manaphy is known so far that can be born from an egg. But how others legendaries can be born?

By descendants of mammals Pokémon?

It is true that we see a mother and her little baby Lugia swimming in the starred sea in the episode Lugia / Ash. But we see no egg!
This latter could therefore ask the question, how are legendary can give birth to their babies?!

The only "clue" for a Lugia egg are from FanArts.

Arceus was the first one to born in all the universe, we don't have true clues, but we know it about its wonderful power ton bring life, to destroy and even to change its type. Hey! It's a great idea! Pokémon has not sufficiently exploited the lines of time, it would be a nice thing to see ...! I can't even imagine if they bring us into that, like if we can see how Arceus is born, how it made worlds with "its thousand hands". Iwould love to see Arceus's egg design!

I would love to see a Emolga, Meowth and Sandshlew baby forms :3
