Can someone please explain why they decided to have completely equal base stat totals for the Gen V starters?

I have the stuff to make a new one, except for 10 pcs of frozen crystal shards of Articuno in the land of the frozen island located far far south of the globe which is one second advance than our time and is only reachable if a Magikarp suddenly talks to you while you're eating a bunch to Rawst Berries on your way to a fishing hole.
