Is this something that should happen?

Yesterday, I bought a pack of Expedition: Base Set. I got a Skarmory (Normal Rare), Ninetales (Reverse Holo Rare), AND a Dugtrio (Normal Holo). Is this something that should have happened, getting THREE RARES IN ONE PACK?

Also, What packs contain reverse holos, and are they in every pack?

Yes. Three Rare cards aint common to come, but it can ^ ^
And Expedition, Aquapolis, Skyridge, Ruby & Sapphire, Sandstrom, Dragon, Magma vs Aqua and Hidden Legends are the ones that with a Reverse Holo in every pack.

Hum... Ya Can amke make good combos with the Dugtrio and the
Ninetails... But I dunno about Skarm...

If I can find the old packs like base and legendary collections, should I get them?

I'd focus on the new sets, as those are the ones that POP are focusing their OP and tourney support on.

Unless you are collecting, or playing unlimeted all the time, buy the new ones.

Alright. I just thought I should ask since at the store I shop at has original base set and legendary collections...... can you use LC at real tournies?

not at Modified tourneys, only at UNL.
