In a word, no. That's also why your thread was not approved: it was nothing more than a recruitment thread, which is not allowed. You can only try to recruit people for something if you show that the something actually exists.

I'm sure you're a busy guy which is why my thread hasnt been posted yet, but i was wondering if we're allowed to just recruit members for a game that hasn't been created or even fully thought of yet. If not, then I understand but i just wanna know.
