    This tutorial will show you how to make scanlines without pics sorry.

    Ok start off with a 3x3 or 6x6 pixel transparent document depending on the size you want it.

    Zoom in 1600 so that you can actually see and grab your 1px pencil tool (right click the brush tool) and make a diagonal line across.

    Now go to edit >define pattern.

    That’s pretty much it just go to select > all on a new layer of your document that you want to apply your scanlines on.

    Then go to edit >fill and the scanlines should be there.

    (TIP: for blending I put my scanlines on soft light.)

    Photoshop Elements is fine, it just doesn't have as many cool features as the newer ones, still good though.
    Ok scanlines are like 1px wide lines that run generally diagonally across your tag, an example is in your tag actually. The big red brush at the bottom, that big red line, under that are small diagonal lines. If these lines were stretched out really far so your can't see the ends, that would be scanlines.
    As for smudging, you could smudge all behind the render to add a bit more effects and make it look more jazzy. Simply duplicate your render and smudge away behind it.
    I will post you some tutorials both for Scanlines and maybe smudging.

    Also, I use Photoshop Elements, which I hear isn't very good. :3 And I'll look for a smudging tut.
    Can you explain to me scanlines? Smudging? In what parts? I'm new to this stuff like I said before.

    Firstly, I had that brush set!
    Ok, first of all it is a little bland. The background from what I can see is simply a purple fill with some faded brushes and a filter (emboss?) over the top. I recommend you get a smudging tutorial and learnt some smudging techniques so your backgrounds can be a little more eye catching and don't leave any empty spaces. You actually filled these spaces quite well, with vector brushes, so don't worry about what I just said too much, vector and smudge sigs can be very diffferent and don't need to include either of each other to be successful.
    The vector work is very nice, the orange brushing behind the focal is nice and gives off some nice vibes.
    The white angled border is a very nice effect, suits the flow very nicely and compliments the tag.
    Positioning of the render is very good, matches and creates a flow line which you matched up with the arrows and angled text.
    Speaking of text, it is a nice style, nice complimentation of the flow of the focal, although I think it needs some more angling for maximum effect usng the flow.

    I think the main problem with the banner is the fact that it is a little large and thus looks a tad empty in places, by making it smaller you can cram more stuff in to fill any gaps and make it look complete like nothing is missing. Finally, the filter you put on the background doesn't look very effective. You could replace it with either scanlines, more brushing, or like I said up the top, some smudging would compliment this banner very nicely.

    All in all, very nice banner for a beginner!
