Well if they're exploded-bomb fakemon then you've got the right approach xD But otherwise... well, yeah, best advice I can give is to practice drawing them out by hand. Really, IRL drawing skills tend to translate directly into pixelart. Also, you'll be able to scan in your drawings and pixel-over them.
I'd reccommend reading sprite tutorials as well, and starting with slightly easier types of spriting like revamps or mixing so that you can get the hang of it.
To answer your first question: do you mean outlines for coloring in or editing or whatever? I'm not quite sure there's a site that has such a thing, but the internet is vast and there is google.
And as for your second question: A lot of the time I'm spriting other peoples' designs, but when it comes to making up my own... Well, I usually sketch it out on paper first, seeing how I can incorporate the element and the animal/thing it's based on into something that looks Pokemonish.
