Just because you didn't get lucky, that doesn't mean it can't happen. I have over 90 Pokemon from Pokeradar, and so do thousands of other people. I think that's proof enough that you're wrong. And if you still deny it, you might as well just stop talking now.
I used 1/8000 cause I didn't remember the specific number. And I have chained the same Pokemon up to 30 times. It automatically chains the same pokemon over and over so long as the chain goes on. Not once have I ever gotten a Shiny from the Pokeradar.
The PokeRadar did raise your chances of shinies. You had to chain (finding the same Pokemon over and over again) up to 40 following a very strict set of rules. The higher you got, the more chance a Shiny Patch would appear, and of course, this has a shiny Pokemon in it. The highest rate you can get is 1/200 which is at a chain of 40. You can go higher than 40, but the rate stops increasing.
There are thousands of videos showing shinies being caught through the PokeRadar. Hundreds of guides. And hundreds of videos that actually show the shiny patch as well.
So yes, the PokeRadar does in fact raise your chance of seeing a shiny.
