Yeah, I was just reading something and it says that when using an affine background (i.e., one that can be scaled/rotated), you can only use 256 color mode. So sorry, it looks like you'll be limited to 256 tiles.
Hey, did you know that doing the opposite with FireRed (AKA checking the box when it wasn't) does it correctly?
As in, it changes the reading of the tiles from 4BPP to 8BPP. I'm even more confused now...
Yeah, I noticed that when I was messing around with the I/O viewer initially. I'll take a look into that. In the meantime, have you tried replacing the tilemap with one made in 4BPP mode?

I changed the byte, and the byte is reflected in the IO Viewer, but the map still looks the same!
Shouldn't it look like a screwed-up representation of the tiles in 4BPP?
