Assuming that you want Pokémon with Max IVs on GBA hacks, with no access to any method that makes it possible, here's a Codebreaker;

Only works for arbitrary encounter; no fishing rods, legendary, gift Pokemon or any other static encounter would be affected.
Strangely, I couldn't get both of these to work on some improvement hacks such as YAFRH, Kanto Black, and FireRed Advanced. But dw, hacks like Kanlara don't suffer the same issue.
Another Codebreaker exists to function the same as well but I personally found it too limiting.
