that's what you should do, disclose less information. If you look around, RPs with fantasy worlds have started with lesser threads than yours :D

Have you considered that the massive amount of information can be off-putting? There are, of course, some of us who'll sit down and read it and like it, but this is a Pokemon forum, mostly made of children. What you're looking for is a dedicated team of RPers; just a thought, perhaps it would be easier to assemble such team in another forum.

As for the setting, I think I preferred the one of the original Litany. It was much less complex, I think, and I was able to read it on one go. On the second take of the RP, the info became too tedious to put down. Now, about world building, we concur that the more thought you've put into it, the better it'll be. But building a world and showcasing it in a thread should be different businesses. The thread should be made to appeal to the readers, and that becomes impossible when you list everything there is to know about the world you've made (which is, lots of information that might distract the reader from the essential information). Try trimming it down so only the important, fleshy parts remain in the thread (the info one needs to make a character), and leave the details to be learned IC.

I honestly don't think the background needs more fleshing out - you'd already done a great job with it. The problem lies elsewhere, I think. Perhaps if you were more of an active GM, you'd solve the player and activity problem. As the GM of the RP, it's your duty to keep people's interested kindled. A good background will do that for a while, but a good story to follow it up will grant you that.
