In this thread, I explain how to get the National Pokédex early in the game.
I'll update it later, so the explanation is in the first post.

Pokémon locations:

For the locations, use "Ctrl + F" and type the Pokémon you want to remove.
After you know each location, remove him from the game with Advance Map, and then look for the next.
I believe it's a bit tedious, but it will be fast after a while as no 3rd Generation Pokémon is catchable in FireRed if memory does not fail me.

I believe you will still need to remove him from maps. For example, if you try to pick himin Oak's lab, the game will probably crash.
I don't believe it will take long to clear the maps though. All the places where you can find every Pokémon is well documented.

oh what if i erase those hex values of a pokemon.?
like "2D31312D41410C032D400001000000001F1446030107410000030000" is the complete data of bulbasaur. If i erase everything then will it work or still i will have to remove from maps as well?

I have NO idea man, sorry. I believe that it's doable since the opposite is too.
Try deleting the Pokémon from the game in a hex editor. I don't know the offsets to each Pokémon, but I doubt it's hard to find.
Simply change the ones you want removed to FF values. Check if that breaks your game or not. Also, remove them from the maps, as that would probably glitch the game out.
