I haven't worked on this for years now so I don't remember if there's issues with Milotic's moveset (it's the first time I've heard of this). Please note: the moveset is mostly using Gen 3 where a lot of evolved Pokemon (especially Pokemon which have special evolutions like using stones) learn barely any good moves through leveling up.
