    OK.

    Assuming you have defeated the Galatic Grunts and receive Fly, use Fly and go to Heartrome City. head south to Route 212. Play during day time, becuase at night you have to battle more, because the Policemen are watching carefully.

    Also, for training, you are going to have to just train on that route. There's no really good place I can say of. WARNING!!! This is the most long route to got to a gym. Prepare.

    Also, be prepared in the swampy part.

    In the South Part, try to catch a Roselia at Morning Time. Help for defeating 4th Gym (water type).

    alright koolthx man well i really need some help on peral and what im supposed to do after i beat the 3rd gym leader and i really ment to say 3rd when i said 4rth on the post below urs when i said i beat the 4rth leader anyways can u tell me a good place to train and what i should do to reach the 4rth gym leader

    As of Gen. 3, the only way to obtain the Raikou, Entei and Suicune is from FireRed, LeafGreen, or Colloseum.
    In FireRed/ LeafGreen, the encounter of a Legendary Dog was determined by the starter pokemon:
    Squirtle= Raikou
    Bulbasaur= Entei
    Charmander= Suicune
