I got your PM but wasn't online yesterday to see it then. There isn't a dedicated editor that can do that as far as I know, but it'd be possible with a hex editor if you could find out which file holds that information (I've got no clue which one it is). The swooping encounters seem to be separate from everything else, so editing the regular wild encounter tables doesn't affect them.
Chances are editing the tutorial battle would be a script or assembly edit, which is something no one has managed to do in XY yet sadly.
