The thing you're making may be usable on (or even designed for use on) a phone, but it certainly looks to me like a game, not some app - you consistently refer to it as a game, which is a clue. Therefore you go to Game Development. You were right in your assessment that you should make a thread for your game project in the Progressing Games section. Be sure to read the posting rules. The more information you provide, the more interesting and enticing it will be.

As you mentioned that it's a game that you're developing, you would be correct in that it's for the Game Development section. I'd give the moderator there, Maruno, a poke just to confirm where to put it there though, and to ensure that your post falls within section rules.
