good way to know is to look through event databases on serebii and bulbapedia. hacks don't harm your game. i know cause i have received some. after i found out i juts released them. just release it or whatever.
You didn't have to make a new thread, so before it becomes moderated, you're dratini WILL get 4 EV points because EV and exp are not divided like exp. Any Pokemon who gains any amount of exp gains FULL EV points. Hope that helps. :)
Oh, yeah, there is also the option of agility to raise speed because a lot of things outspeed kingler, you do considerably less damage but if you go with swords dance kingler will take a beating. Up to you :P
kinda, once you have a few good pokemon (ev trained or otherwise) and access to the battle tower/battle frontier/battle subway you can buy them for 1 battle point (currency for said facilities)
with a exp share the pokemon holding it gets the evs as well as experience even though it doesn't battle (I'll go into technicalities later), also a pokémon cant gain experience and levels without gaining evs outside of using a rare candy which lowers stats so you shouldnt use it.

at that level it is hard to give evs so you need a pokémon who you don't need to ev train and an exp. share, preferably the krabby should have pokerus. Also has anyone explained to you about vitamins?
