To be honest I don't know whether there's a limit but anyways http://www.pokecommunity.com/showthread.php?t=320113 with that program you can add more Pokémon it's pretty self-explaining and you can edit all stats etc. For the sprites you can use http://www.pokecommunity.com/showthread.php?t=314422 and http://www.pokecommunity.com/showthread.php?t=267728 and the icons you have to do yourself (edit an already existing one).

i like that test hack but which ever we can do first the fastest would be great

Hacking Emerald isn't hard at all, but the problem is the program I mostly use to add more Pokémon to my rom can only add more Pokémon in Pokémon Fire Red and not Emerald, but besides that everything is almost the same.

About Emerald... I don't know very much about Emerald hacking but I know adding more Pokémon is a pain in the ass, since one very useful program that can extend Pokémon easily is only for Pokemon Fire Red (the extend function). But I could help you with different things if needed. Most of the hacking things are the almost 100% the same as other roms.
