Because saying a pokemon isn't Satan isn't saying much. Calling satan misunderstood is saying a lot.
I mean really. The only thing Darkrai does that's really... dark, is that he doesn't release his victims.
Also, there might as well be. There are a bunch of entei around the world, apparently, and even Arceus is a joke compared to any given champion power-wise. I mean dratini are even rarer than half the legendaries considering they were believed to be extinct for a great deal of time. What in the world is the criteria for a legendary? Are they exceedingly powerful? With the exception of maybe Arceus, not really. Are they exceedingly rare? Once again, with the exception of Arceus not really. Do they have to have their own special moves or abilities? Nope.
I'd also like to point out that the bulbapedia article references the games and the anime together, which is just... wrong right off the bat. The anime is fanfiction at best, as it simply does not adhere to Pokemon lore. One need not look any further than Mew to see how completely backwards the anime can be at times. (In the anime, mew is basically god. In the games, Mew is a weak pokemon that is only special because most pokemon are believed to have evolved from it in the distant past.)
Considering what's written on the rest of the article, it's pretty fair to say their assessment is completely based off the anime, as the games do not show some of these qualities at all.
To make my point about Giratina, the pokemon can use dark type moves, namely /dark pulse/. Dark pulse is aura based attack driven by darkness! You do not get to use that move without being pretty far into the dark side of the morality scale. (I'd like to take a moment to point out Lucario can also use that move... It's not a unique pokemon however, so this says little about it as a whole other than that it is not necessarily remotely honorable or good-natured.)
And that's not even getting into the fact that it was banished for violence. Pokemon murder people on a daily basis. You don't get banished just for that. Food for thought. There's one other tidbit of info to add to that though from Heart Gold and Soul Silver... "This Pokémon is said to live in a world on the reverse side of ours, where common knowledge is distorted and strange."
...It lives in a world that's /basically/ insane relative to ours. If humans lived on both sides and the ones from the distortion world came to ours, they would be /insane/ to us. This is a pokemon that embodies those qualities. Though it's kind of difficult to diagnose, considering we can't communicate with it or vice versa, it's very doubtful that Giratina could be considered sane given this.
What you gather from this is that Giratina is an insane, unstable, violent pokemon that was dangerous enough to warrant being sealed away by Arceus itself.
Also, an uproar is defined by being extremely passionate and/or angry. Hence, pokemon using the move uproar cannot be put to sleep. Hyper voice isn't going to do that for you. Also, why does the name of the move rage matter if it is still blatantly empowered by anger regardless?
