totodile question
 
Do I need to SEE or CATCH all 200 Hoenn pokemon to be able to get Totodile?

Umm...neither. You just have to beat the E4.

You can only get totodile in Ruby/Sapphire/Emerald by trading it from LeafGreen/FireRed. And yes you do need the National Dex which means you need to beat the elite four like POY said.

Yes, in Emerald and completion is counted as "caught". "Seeing" Pokemon to complete the Dex only occurs in D/P.

no you just have to catch all Houen Pkmn other then Deoxys and Jirachi I think and choose one of them. But trade with Colossuem to get Bayleef, Croconaw and Quilava and then breed

^ If using Colosseum on the GameCube, make sure you soft-rest for gender. (No Dittos in Emerald as far as I know). You can take the Mt. Battle Challenge in XD to get the starters in their basic forms too. (Totodile knows Hydro Cannon, Chiko knows Frenzy Plant, Cynda knows Blast Burn)

You can get all three starters in Colosseum and XD.

You can actually catch Dittos in Emerald, although you couldn't in Ruby and Sapphire. You can catch them in the Desert Underpass, an Emerald-exclusive area. This area is found at the back of the tunnel behind the Fossil Maniac's house near Fallarbor Town. I am pretty sure that the Desert Underpass doesn't open up until you beat the Elite 4.

After you complete the Hoenn Dex you can either choose one of the three Johto starters from Professor Birch.

Yes you need to complete the whole national dex, see prof.Birch and pick totodile out of the Johto starters.

You mean Hoenn dex right? Completing the National dex before even getting a chance of picking one of the Johto starters is just plain silly. =P
