If your Blissey uses proper attacks, BoltBeam or otherwise: 100 SAtk, 252 HP, 152 SDef. Try something like that.

If it uses Seismic Toss to do all its attacking, just use: 252 HP, 252 SDef, 6 Def.

212 HP / 216 Def / 80 SAtk is what I like my Blissey with.
Sp. Defense instead of Sp. Attack if you're not using Special Attacks and just Seismic Toss.

Standard Blissey is [252 HP, 252 Def, 6 SpDef/SpAtk].

However, it depends on her moveset too. The standard usually applies to:

- Seismic Toss/Counter
- Softboiled
- Aromatherapy/Heal Bell
- Thunder Wave/Ice Beam

6 in Special Defense if you run Seismic Toss Blissey without Ice Beam or Thunderbolt or the likes (perhaps using Thunder Wave over it), but if you run Ice Beam Blissey, the 6 can go into Special Attack. Trivial, really, but I prefer to max out both HP and Defense.

If you go with a BoltBeaming Blissey, or a Calm Mind Blissey, then it's best to put some focus on Special Attack.

Also keep in mind that some people don't have access to Seismic Toss.
(Believe me, nobody's going to try and get killer machines in Emerald AGAIN and try to accumulate 64 something battle points just to teach Blissey Seismic Toss)
