Smeargle
 
Given the right moves, could Smeargle be a good Pokemon?

Smeargle makes an awesome Baton Passer and is great for setting up other Pokemon, especially with Spore. The addition of Focus Sash makes this even more effective. Smeargle can easily compete in OU.

That looks workable to me... Ahh.. I just hate the thing. I let my opinion get in the way and forgot to look at its uses.

These sets all work, really. The last two require you to get rid of opponent Ghost types (and have a weather changer for Sandstorm).
