Vulpix question

I've recently egg hatched a Vulpix, so it could learn the Fire-type move Heat Wave. My question is: what level does it actually learn this move? It's getting up in levels (about 30ish) and I would like to evolve it into Ninetails soon.

Vulpix does not learn Heat Wave through regular level up. A Male Torkoal can learn it through level up and breed with a female to create a baby with Heat Wave as a egg move, which should be in it's moveset straight away.

Yeah, I know that. I just said I got it from an egg.

It should already have Heat Wave when it is hatched. Maybe the male parent that knows Heat Wave must have forgotten that move while at the Daycare Center?
