The best way I know to train Speed is to use a Macho Brace and go in to Altering Cave, which contains just Zubats, who will give you two Speed EVs each wih the Macho Brace.

What he said, or surf in victory road and Battle some Golbats

Route 118 is actually a better spot. You have Zigzagoon, Electrike and Wingull for 1 Speed EV each, and Linoone and Manectric for 2 EV each. Kecleon appear rarely on that route, but you can just run from those.

That has worked the best for me, especially if you have a ground type like steelix w/ EQ. You resist the electrike/manectric's electric attacks, and can beat them to gain more EXP, along with the EVs.
