Rattata hates me
 
Hey why won't rattata keep the Endeavor and Quick attack from Raticate when I breed it?

They both must have the moves to pass them on... seeing as they are level up moves and not egg moves

I thought that if both of them had the moves I wanted it'd work but its not.

As far as I know, the males pass on egg moves.

Only thing I can think of is that the male Raticate leveled up while you were breeding, and forgot one of the moves for a new one, which can't be controlled in breeding.

No I'm sure they both still have the same moves b/c I caught them up at the Survival area at lvl52 and it'd take more than 1000 steps to lvl them up.

Is it just like luck or something that the moves are passed? Or do the pokemon need time to get "ready"?

Swinub/Piloswine/Mamoswine is probably the easiest

That, or the extremely easy to catch sneasal, go to www.serebii.net all the Pokemons egg moves have a link next to them, it shows Pokemon they can get it from.

Sneasel, Swinub, or Smeargle (Sketch move).
EDIT: You also need to breed Endeavor, so you'd probably have a better shot at getting a Smeargle with those moves.
