That made absolutely no sense at all...

IV's are set values ranging from 0 - 31. When you catch or hatch a pokemon, the IV's are set at a random value. (0 being the lowest, 31 the highest)

EV's, or Effort Values, are hidden values that your pokemon earns every time it battles. When your pokemon levels up, the number it levels up by is effected by the number of EV's in the stat. You gain EV's from battling other wild pokemon. For instance:

A wild Starly will Give 1 Spd EV, while a wild Bidoof will give 1 HP EV.

You cannot have more than 252 EV's in any one stat, with 510 being the most you can have in total. When people say they have "maxed their speed", they usually mean they have 252 EV's in speed. Things that effect EV's are:

Pokerus: Pokerus doubles the amount of EV's you get in battle. If you defeat a wild starly while you have pokerus, you will gain 2 speed EV's instead of 1.

Macho Brace: Exactly the same as pokerus, but will lower your speed on battle. (Not your speed EV's, just your speed in battle.)

Power Items: These Items, will multiply your EV's by 5. In this case, if you defeat a wild starly, you will gain 5 Speed EV's, instead of 1.

The way to maximise this is:

[email protected] + Power Item = 10 EV's per pokemon.

Hope it helps.

IVs-Individual Values- The best way to get good IV's is through breeding. The Pokemon you breed gets 3 good IV's for certain stats that the parent have high stats in. Click Here For an IV CalculatorClick Here For Better Explaination of IV's
EVs-Effort Values- Different Pokemon give you different EV's, and 4 EV's gives you 1 stat point in the stat you are EV training in. Click Here For Better Explaination of EV's

When we talk about "flawless speed", we usually refer to the Individual Values of a Pokemon. "Flawless -Stat-" means that a Pokemon has gotten 31 IVs in that stat. With a good EV Training, that Pokemon will reach the highest speed stat it can possibly earn. It occasionally can refer to perfect EVs too, but 90% of the time - its referring to a Pokemon's IVs.
