Determining the number of berries on a bush

Are the number of berries a bush produces linked to the number of badges you have? I'm running a Pearl game and a Diamond game. My Pearl character has 149 pokemon in the pokedex, 8 badges, and could face the Elite Four very soon. My Diamond charactr only has 3 badges, and about 40 in the 'dex.

When I plant a Pamtre berry in the same spot in both games with some gooey mulch, the Pearl character ends up with 15 berries. The Diamond only gets two, regardless whether I water it frequently.

Is there a formula for calculating the number of berries?

No...

Normal Berries Plants usually have 5 berries each, Sometimes 8.
But every time you let the plant dry out you loose a berry.
Thats my theory anyway.

I've tested it once.
