Need Help
 
Is it possible to have a level 9 or under Lucario?

I've seen lots in the GTS that are like level 3 and the Trainer is asking for an extremely rare Pokemon so if it possible could you give me tips on how to get one ( by training).

I've tried and mine evolved at level 21.

Hoping that the only way to get one isn't by hacking.

Yes it is possible. All you have to do is make your Riolu really happy and then either give it a Rare Candy or train it and it should evolve. If that doesn't work try making it alot happier. However I am sure you have to evolve it in the Day? (Correct me if I'm wrong)

You can make pokemon happy by giving your pokemon a massage and/or prevent it from fainting, try keeping it in your team, if not it starts disliking you and give it items if needed and it's friendship should increase.

it's the same with an lvl 2 espeon -.-

give it like 40+ vitamins and it'll be happy enough to evolve. =)

i didn't wanna go with the rare candies or anything because i wanted it to be level 9 or under.
And also thanks for the heads up that Roilu just had to be happy. Always thought that it just had to battle alot (mis-info from my freind =/) Thanks bro ill try it.

you can make it happy without all those vitamins, just have riolu in ur party with sooth ball for ages, you don't have to battle with it.

however this takes forever, and i haven't tried it but i've heard it works if you don't wanna spend too much money.

The lowest possible level for a Lucario to be at is Level 2.

And you can achieve that by simply increasing it's happiness as Rioru. Giving it the hold item Soothe Bell and walking steps increases it (every 250 points is 1 happiness point) and likewise does the Massages at Veilstone and the Contest place (name which I've forgotten) in the Survival Zone. Giving it EV reducing berries also does as well.

If your Riolu is still lv 1, you can give it lots of EV reducing berries. Higher levels work too, but then you'd have to EV train again.
