Should I?
 
OK, I have a PBR Pikachu with surf and volt tackle, the problem is, I dont know if I should make it evolve into raichu or not, I have a thunderstone and everything, but is it worth it making it evolve, or would it be better to keep it a Pikachu?

Did you breed it? If you were the original breeder of the pokemon, then you should be able to breed another Pichu with volt tackle, and then compare them. If not, then I'd wait. Just incase you discover something interesting about it, or find somebody looking for a pikachu with those stats offering a shiny Uber lol. You can always go farward an evolution, you can never go back one though.

I'd say: KEEP THE PIKA AS PIKA!!! It's more powerful due to hte fact that Light Ball doubles its Sp. Atk.

As of fourth gen, it also doubles his regular attack, making VT remotely usable lol

If you like cuteness so much then keep it as a pikachu, but if you want a strong sp. atk. pokemon then evolve it into riachu.

Eh, Light Ball doubles special damage dealt by Pikachu. With this, Pikachu got better sp.atk than Raichu.
