Ice is a different form of Water, just as Steel is another form of Rock. (You find mineral ores for steel inside of rocks and ore veins)

Which region has the best Water Pokemon?

Kanto was alright, Jhoto was okayish, Hoenn had some really nice Water Pokemon there, and Sinnoh I don't have a DS to tell.

So I might as well go for Hoenn for me.

I think Jhoto. It has many diverse water types, and weird ones too. Like Qwilfish, Mantine, Remoraid and Lugia(not a water-type, but lives underwater).

Can Lugia be considered a water pokemon?

Yes, because it's home is deep beneath the trenches and it can learn Hydropump.

Well it is Psychic also but, I really wouldn't count Lugia as a Water Pokemon. Even thought it can learn a Water Attack doesn't mean it is a Water Pokemon.

Ha, Fruit Boy I don't quite know if it can be considered a water Pokemon,but that's defiantly true that It can learn water moves :D.

Same here! ^^ Hoenn was basically nothing but water anyway XD Thats why it was so cool ^^

-I'd like to think it can. I mean, it came from the ocean, uses water moves, & is referred to as the beast of the sea or something like that XD

hell,yeah lugia should be a water pokemon!
he is the only pokemon that weshould make an exception for.
(i love lugia so much mainly cos i grew up thinking he was water ;))

my favorites are chinchou (i love it the most) and all water pokemon can kick fire pokemons ass anytime :3

-Good question. Wasn't he a dragon-type in earlier games? :/ I hate when they change the types around. & he can't learn fly, so why make him a flying type? >_< I'll go with Water & dragon

Gyarados in my opinion should be part Dragon-type, unfortunately that typing would probably make Gyarados far too powerful. (For competitive play) And in a way, I think the company knew that. Gave him a major weakness to hamper it's destruction. Maybe not, but they gave it Flying-type. *shrugs*

I think he'll still be a Water/Dragon Type, I mean in early games from the past he was a Dragon/Water Type. Also he's in Lance's Dragon Team for Kanto. :/

It should be called Water and Dragon. Because Gyarados doesn't learn any Flying attacks.

Yah, I was beginning to wonder why Gyrados is a W/F type. It should(or maybe) a dragon type, despite it's features. And I hate Gyrados, easily killed by Electric attacks and it's ugly visage.:\
