Is 'Scary Face' any good?

My Totodile (Lvl 27) is trying to learn Scary Face.. is it worth learning, considering my current moves are: Bite, Surf, Water Gun and Cut. If I do let it learn it, which is a good move to forget?

Replace water gun.
an unnecessary water move is grounds for another move.
however, i'd much rather teach it mud slap(TM31) because it attacks and lowers accuracy, which is always better than scary face.

For now, use Scary Face, but replace it later for something better, like Rock Slide or Ice Beam.
