Falkner's Pidgeotto
 
I looked at my Silver game the other day and saw Falkner had a Pidegeotto at level 9. I thought, how could this be? What did he do to get a level 9 Pidgeotto? Does anyone have any idea? Please do not say it was hacks.

It is just the way it was made. In Pokemon Yellow, you could catch early level Pidgeottos in Viridian Forest. There is really no rhyme or reason to it, honestly. Just the way it is.

hmm I think that's because they had the manga character "yellow" or "ash" in mind. With his pikachu and pidgeotto. So you start with pika, and are able to catch low level pidgeotto in the forest.

I think it adds a cool dynamic to the game. In nature you'd expect to find anomalies and rare hardly seen creatures, so shouldn't pokemon be the same? Finding a low level Stage 1 pokemon is sweet :-D

Well, there aren't any other flying types that are strong. All the Pokemon around level 9 are Pidgeys and spearows. They just aren't strong enough for a gym leader, so I guess that's why they gave Falkner a Pidgeotto.
Besides, many gym leaders have odd Pokemon for their levels, like Morty with Haunters at level 23, or Lance's underleveled Dragonites.

it was just because he needed to be tougher. Not much thought into it. Like it was said they could be found at early levels in Yellow which took place in kanto. You could travel to kanto later and maybe Falkner did and caught one?

Just like in some games you can find Level 53 Pidgeys. Just backwards X3
Wouldn't those Pidgeys be Pidgeots by now???
And for the first gym there aren't that many strong low-level flying pokemon, so they had to give him somthing strong.

Well, the game's all have a certain level curve. The levels' advance in a balanced manner. This means that if you raise 6 Pokemon without too much grinding, you'll be the same level as the trainers around you.
In Pokemon Gold, the game is much longer because of Kanto and the extra 8 gyms, thus the level curve for Johto is much lower. However, for some messed up reason, the levels for the normal trainers in Kanto are underleveled. This makes the level curve for Johto utterly pointless.

Still, Falkner having pokemon that barely grace level 10 is just too low. You can get to level 9 within 4 minutes. The league HQ must've been real kind towards new trainers in Johto. (Yet really mean to new trainers in Kanto. :P)

well you have to have stronger pokemon to be a leader. Those are just his gym pokemon.

There's a Hiker later on south of Blackthorn that has a level 25 Pidgeot. I believed that Pidgeotto evolved at that level, so I trained mine up. What a surprise, it didn't evolve until 36.

I guess the Hiker stole Falkner's hacked Pidgeotto.

IcePyro stated that hacking is not an option. I think the Falkner's Pidgey evolved early for him out of love.

It happens in R/S/E too, Champion Winona in Fortree city has got a lv 33 Altaria, which is normally supposed to evolve at lv 35. All these pokémon aren't supposed to be caught so I don't think they cared about their levels...

Also, Lance in GSC has a Lv50 Dragonite. Dragonair doesn't evolve until Lv55.

It's possible to find extremely low leveled Pigeotto's in Yellow and they want to make the Gym Leaders have a good reason for being called so. 3 Pidgeys is not scary.

A Pidgeotto makes things slightly stronger.

Falkner needed to look better.

Therefore, the programmers gave him a Pidgeotto.

:D The programmers don't care about levels when giving evolved Pokemon, see?

Back on topic: I guess it runs on the same line of Ash's Pikachu taking down Brock's Onix in the anime, and his Charmander taking down the Golem, etc. Just pure... luck?

It's not uncommon to run into underleveled opponents in battles, or even in the wild. This seemed to be the most common in Yellow (pidgetto, lv.15 dragonair, etc) and GSC (lance's dragonite, etc). They seemed to have strayed away from it in DPPt though. I can't think of anything underleveled at the moment.

besides G/S had a bunch of lower lvl pokemon
like you couldn't catch a pikachu higher lvl than any pichu
also electabuzz caught around lvl 16
also you could catch lvl 10 dragonair
and i think you could catch lvl 15 gyrados

One thing that i always hated is that the elite 4 pokemon are way too high. I remember beating it with lv. 45 pokemon cause of hax. Relying on high levels instead of good strategies.

It's obviously intended, to make it somewhat stronger. If you look you'll find most games where you catch or build things have some kind of 'impossible creatures/units', usually story centrepieces.

Well the producers of the games know what their doing so it wouldnt be a mistake and I never lost in any game of pokemon.
