In Pokemon Diamond, where is the best place to train?

Train meaning, level..

That depends on your definition of "train". If you mean only for Experience, then try fighting the Elite Four over and over again. If you mean for specific Effort Values, then you should check the FAQ.

By train I mean the pokemon's level

Then location is mostly irrelevant. Between the VS. Seeker, the Elite Four, and the post-game area, there is no one location that is best.

Thank you for the answer,,, im more simpler than what your thinking, Im trying to level up my weak pokemon with exp shares and stuff, and I know the time it'll take and all that,, I just asked a simple question I only wanted to know of a good place with alot of battles

And I provided you with your options: you can either fight the wild Pokemon and Trainers in the post-game area, repeatedly challenge the Elite Four, or find an open area with a large number of trainers and use the Vs. Seeker to repeatedly fight them all. There is no one specific area or method that will work for every single situation.
