Can Jolteon be a Non-Sub?

Jolteon? Oh, yah, that Eeveelution/Eon...
Now, a good moveset for it... humm...
*my head explodes by looking at other people's NB teams*
HECK! All Jolts have Substitute! Is there a good Jolt moveset without Substitute or Baton Pass? o__o;;

Jolteons stats arn't really that good for head-to-head battles. Without Sub, it just takes a big hit and faints. Jolteon has a very nice movepool, but poor HP, Atk, Def and Sp. Def power to fully abuse it =\.

It can't do anything but use Substitute, Thunderbolt, and some variation of Hidden Power (maybe -- just maybe -- Wish). Its move-pool is rubbish. Substitute is only effective when you may catch your opponent on a switch, so that you can get an attack on the opposing monster before you need to switch. Or you could BP the Substitute to another monster, I suppose.

It can Agility + BP, which might be hard or 1 time only with reduced Ev's. It can Endure and make its Berry kick it and BP maybe, it can Reversal can't it? Not really good on it, but blah =P! If it threw some of its Speed into Atk it could possible mix, not praying it would =|.

I personally think that it can do so... can always use light screen. I personally *don't* maximize sp.atk but give a bit to sp.def as well, and this way it can pseduopass along with surviving a round or two of special attacks. Another possibly instead of light screen is wish. Really, Jolteon can survive just that one round of sp.atk if used correctly, which gives you a good time to use wish. Of course, there's always bite (paraflinch) or quick attack to abuse.
