Try Togekiss. : D

I think it's a good Special Attacker...

Air Slash + Serene Grace = HAX

Togekiss actually is an incredibly solid choice. I have one and play with one competitively over Wi-Fi and on a few Shoddy Battle teams. Of course, you won't need a hardcore Togekiss in-game, so it's always a plus that it can learn a few HMs. Serene Grace + Air Slash/Ancientpower/Tri-Attack(From the GCN games)/anything with a secondary effect rocks!

Alternatively, a Eeveelution of your choice could work well with a special set, and since their are so many of them, you can choose whatever fills any holes in your type coverage.

I may be a bit biased, but Mismagius is a great special attacker if you give it a chance, and gets decent type coverage. Gengar isn't quite as awesome in my eyes, but is a great choice too.

There are a plethora of great water-types, but I see you have Feraligatr. Starmie deserves a mention though because of Natural Cure (is it me or does everything paralyze in HG/SS?) and its ability to get the Boltbeam combo, Psychic, Surf, you name it, Starmie has it covered.

Doesn't really look much like a competitive team here, but just in case it is, then you may want to take a look at the stickies made in Pokémon Strategies & Movesets. Other than that, team ratings and team help for in-game aren't allowed and any discussion on Competitive teams goes in the S&M Board.
