Japanese Shining Gyarados Neo 3 Rarity Check?
 
While cleaning, I found this:

From the Internet, it's supposedly "Ultra Rare" and sells in the range of $100-$250. I was thinking about selling it, so I contacted Collector's Cache and they offered me $80 if it were mint. Would this be worth getting it checked and PSA graded? How much would it cost to get it graded? And does anyone have any other information about this card, I can't seem to find much more about this card.

That card doesn't exactly look mint from the low-quality picture you've posted, as I see some damage to the card to the right of the picture. Not worth a PSA grading.

What are you talking about? The card isn't damaged at all. If you're talking about the specks in the picture, that's the card's holographic shine. It's the only other card to have a full holograph throughout the card other than the Shining Mew

As an interesting aside, some English sets like Secret Wonders had a similar all-encompassing foil pattern. But yes, I think what you are seeing Donavannj is the holofoil reflecting in the light.
The card is quite valuable, and I think I would take the offer of $80 if I were you, though normally I wouldn't advise selling to a store because they always offer lower than the value (otherwise they wouldn't profit). It sells for approximately $70 right now, so that is actually a good deal if you are looking to sell. That $250 range is only relevant if the card is PSA graded. I don't know how much it costs, but generally speaking it is only worth shipping it out and paying the fee if you have many things to grade or plan to grade all year, seeing as it's a yearly subscription. As for info about the card, it was just like the English version, an ultra-rare pull from the neo set.

TO post a link there a picture of earth and a chain press that and put the link in there. Now if it where me id get it for 60$ it isnt mint.

Ah, so it is the reflection of the foil. Didn't realize it was a whole card foil.

I only have the English one, and can only find a couple pics of the Japanese one. But it looks more like the holo foil is just around the picture. I'm pretty sure it is real, and you could probably sell it at $80 at the most, if it's in great condition.
