most underrated 3rd gen pokes
to start i'll say breloom and castform, NO-ONE seems to use poor castform

Slaking.
Because of his first form and last evolution's ability, Truant, most people don't even bother to try and train him. But if we look at his BST, he has better stats than some legendary Pokemon. So training him might be hard, but in the end, it's totally worth it. |
I'd definitely agree with Jz on Slaking. I don't know of any others that make sense like Slaking does, though. :P

Cacturne & Slaking. Cacturne is just a personal favourite & Slaking is pretty obvious. (See LilJZ's post)

Grumpig. I mean, it's pretty useful and no one uses it.

Manectric.
It looks badass, has good Speed and Special Attack, but it's sadly overlooked in favor of other Electrics. |
Breloom is a good Pokémon.
Manectric is my go-to Electric Pokémon in RSE. It's the only decent Electric Pokémon in the game! Magneton sucks, sadly. I don't see people using Walrein much, it's a great Pokémon for a playthrough since it's resilient and has good typing. |
FR/LG: Jynx/Mr. Mime
They're both Psychic and both REALLY easy to train due to the fact you need to trade someone to obtain them. Their only flaw is their base HP. It ranges between 90-140 MAX when level 45-55. |
Perhaps Volbeat and Illumise.

I would have to say that Tropius is one of the more underrated Pokemon of the 3rd gen. Most people (myself included), used Tropius as an HM slave, just because it was able to learn a majority of the HM moves, and was easily accessible at about the mid-point of the game. It actually has a pretty decent movepool, though, and has the same base stats as Breloom (who's been mentioned a few times already in this thread).

I'd say Cacturne because it can seriously be put to good use and is a decent battler.

Breloom underrated? It's OU in competitive play these days, is it not? lmao
Anyway, I'll go with Altaria. It's specially pretty bulky and a decent special attacker. More people should use it. It's totally cuddly too. Can't go wrong with an in-game set of Flamethrower, Ice Beam, Fly, and Dragon Claw/Pulse. Good stuff. |
I would say Toakrol is under rated as I do not see it in any teams anywhere especially on Smogeon or however it's spelled.

Zangoose IMO, most people I know look down on him, but he's fairly quick, has brutal attack and most of all, he learns swords Dance at such an early level.

Plusle and Minun, because Final Fantasy IV.
Actually Plusle and Minun are very useful in terms of double battles. Because of their abilities, they're the least obvious Pikachu clone despite being the same color as Pikachu, even better than Marill (albeit "Pikablu.") |
Shiftry is one, it has reasonable stats and a fairly diverse movepool. It may not be as good as some but it is pretty awesome (especially as of Gen V).
Castform because as I have said before it is hugely diverse, doesn't have terrible stats and sunny castform can deal X5 damage with weatherball. Walrein - It can take a beating, has good typing, good stats and has a pretty decent movepool. |
