Screech, because it reduces a stat twice. Also because 'Minus' is basically the official Ability of shipping, but anyway. (There's a few meanings in that last sentence, you might want to get the first of these.)

Plus is a similar Ability to Minus.

Mareep, who gets Plus as its hidden ability.
|
Flocessy Ranch, one of the areas where you can find Mareep.
|
Quagsire's first form is found in the first route where Mareep was available in G/S/C. It's like Pokémon Yellow had a seizure, somehow.

Wooper, Quagsire's pre-evolution, can learn Ice Punch; and Shroomish can learn Focus Punch, despite both not having hands.
|
Pineco could be found by using Headbutt on trees, which is like a Focus Punch with no hands. It evolves into Forretress.
|
Pineco and Forretress are both bug types like Caterpie!
