How is a Pokemon's Appearance Rate / Rarity decided?
 
What is the criteria used to decide a Pokemon's Appearance Rate in an area, I mean for e.g in Advance Map, if you look at the Wild Pokemon found on Route 116, Abra's name appears only once, while Skitty's name appears twice, but still Abra is Uncommon in the area, while Skitty is very Rare.

Is Skitty rarer than Abra because its name appears after Abra, I mean is that how rarity is decided? Will interchanging Skitty & Abra's names on the Wild Pokemon list, make Skitty Uncommon & Abra rare?

How exactly do I make a Pokemon's Appearance Rate Common/Uncommon/Rare or in other words how can I decide a Pokemon's Apearance % in an area? What is the method to do it?

Usually it's done by the strength of the Pokémon. Not all Pokémon were created equal after all. And as the hacker, you can basically do whatever you want with the encounter rates.

Rarity increases as you go down the list. Having multiple entries helps as it causes a stacking effect, basically:

IE, if the same pokemone is down for one 20% and one 10% then its appearance should be 30% of all wild pokemon.

Okay this is the Encounter Ratio in Route 116, according to A-Map (sorry don't know how to save it as an image file) & Mana's calculation:-

01. 6 6 Poochyena - 20%
02. 6 6 Whismur - 20%
03. 6 6 Nincada - 10%
04. 7 7 Abra - 10%
05. 7 7 Nincada - 10%
06. 6 6 Taillow - 10%
07. 7 7 Taillow - 5%
08. 8 8 Taillow - 5%
09. 7 7 Poochyena - 4%
10. 8 8 Poochyena - 4%
11. 7 7 Skitty - 1%
12. 8 8 Skitty - 1%


So according to my calculations these are the appearance rates:-

Poochyena - 28%
Whismur - 20%
Nincada - 20%
Taillow - 20%
Abra - 10%
Skitty - 2%


Now suppose I change the entries a bit to look like this (added a couple of new Pokemon & changed Levels a bit)

01. 6 6 Poochyena - 20%
02. 6 8 Whismur - 20%
03. 6 7 Nincada - 10%
04. 7 7 Abra - 10%
05. 8 8 Skitty - 10%
06. 6 8 Taillow - 10%
07. 6 7 Caterpie - 5%
08. 6 7 Weedle - 5%
09. 8 8 Caterpie - 4%
10. 8 8 Weedle - 4%
11. 8 8 Nincada - 1%
12. 7 7 Skitty - 1%

Now the new encounter rates should be this, right:-

Poochyena - 20%
Whismur - 20%
Nincada - 11%
Skitty - 11%
Taillow - 10%
Abra - 10%
Caterpie - 9%
Weedle - 9%


Also, I'm supposing you're not allowed to have multiple entries with same Pokemon & Levels, I mean something like:-

01. 6 6 Poochyena - 20%
09. 6 6 Poochyena - 4%

Those %s are from A-Map 1.95 btw, didn't work it out myself or anything XD.
