Weird sets all around.

I'd scarf the Chandelure, give it a Timid nature, and put Energy Ball and a fourth attack of your choice on it (or Trick). The team isn't really that slow with the exception of Aegislash so I don't see what benefit you're getting from having the two fastest Pokemon in the tournament on a "hybrid" trick room team.

I'd consider running Icy Wind on Gengar as well as Taunt over Shadow Ball and Protect, respectively. You don't need another shadow ball user and being able to hit Granbull will be more valuable. Taunt to prevent opposing Will-o-Wisps and King's Shields. I'd move the sash to your Gengar and maybe give Weavile a Razor Fang to increase your flinch chance, and consider running Low Kick over Protect so you can hit other Dark types.

No idea what you're going for with that Hydreigon set, but you don't seem too worried about it.

I was expecting more Ghosts to appear than dark types in this event. I put Trick Room on Chandelure to negate Opponents Trick Room
More/less of an Anti-TR, Taunt could do that same thing as well

That set with Hydreigon is a counter to Volcarona. This spread speed creeps VGC Volcarona uninvested in speed. Also allows it to get less than 50% chance to be OHKO. +1 aqua tail guarantees OHKO.

Both of these sound a little too situational to be effective considering that half the Pokemon in this tournament learn taunt and there are other bugs. How does that Hydreigon set handle a Scolipede, Galvantula, or Sharpedo?

Instead of trying to patch up a Pokemon's weaknesses I would recommend giving its strengths room to shine. Especially things like Hydreigon that get access to such an incredible move pool. Here's how I'm running mine:

Hydreigon @ Life Orb
Ability: Levitate
EVs: 4 HP / 252 SpA / 252 Spe
Modest Nature
- Draco Meteor
- Dark Pulse
- Earth Power
- Protect

The only real reason I can ever find to run a Fire-Type move over Earth Power is the threat of Ferrothorn. And it's not on the tournament list so I'm not really worried about it. I chose this set because I am running a trick room team and wanted a middle speed pivot that could nuke most of the meta. I run it next to a rage powder volcarona to sponge Malamar's Superpower, opposing Bug Buzzes, Play Rough and Close Combat from Granbull, and Mega Horn from Scolipede.

This is the threat list I referenced for team building:

Also you can test out your teams on Showdown, which is hosting a room for the Spooky Cup.

Earth Power wouldnt work as to I expect levitate user will be predominate. Also Volco would outspeed Hydreigon in that set and ohko it without investment. With the set of mons I have none of them would take out Volc ohko or even 3hko because of its bulk. Banded Krook would still do 2hko but that time it would QD itself and wipe out everyone. Volc is popular is VGC. I expect it to be very popular in this Cup

?

I think you misunderstand how coverage moves are supposed to work. What can't a dragon hit effectively? Fairies and Steel Types. Earth Power can hit Steel types for super effective damage and also Drapion which is a threat in the tournament.

Who cares if Levitate is going to be common? Levitate is common in almost all metas but people don't choose not to run Earthquake on Landorus-T just because Rotom-Wash and Cresselia exist. That's what coverage moves are for.

Regardless. I dont expect to do extremely well. I shoot for more wins than losses and build from there
