Making a HG/SS hack but need suggestions
 
So long story short I have been trying to make a hack of Pokemon Emerald which was going swimmingly. However, I then realized why not make my hack for Heart Gold or Soul Silver instead because it suits my ideas a little better. I love the main story line and would like to keep it the same, however I just want to change how the game plays. The general idea for the hack is as follows-

-My biggest priority is to change the moves for all pokemon to make them more balanced and set a more regimented learning curve, to keep pokemon from learning powerful moves before others. Along with that I have changed the frequency pokemon learn their moves to about every 2-3 levels. I have accomplished most of this in my Emerald hack so all I need to do is transfer the info.

-I also intend to change the stats of many pokemon to make all of them equal on the battlefield (relatively speaking). I have started this in my Emerald hack but am far from finished.

-I want to change all wild pokemon, trainers' pokemon, and their levels in all the routes and give it a more steady growth throughout the game. Along with that I want to drop the experience growth so you don't grow too quickly and have a boring time walking through each area. This is the main reason I would like to use HG/SS, because there are a vast number of routes and two regions for you to grow your pokemon in.

-I also intend to add all the pokemon through Gen 5 or 6 to all of the routes, but this has been where my problem starts. I can't find a ROM base for HG or SS that has included Gen5/6 pokemon, their moves, and the fairy type. I have searched pretty extensively but perhaps I just don't know where to look. I hope I don't sound lazy but I just don't want to do all of that work when I know it has already been done. Plus I don't think I can do it myself.

So there lies the problem. I would appreciate it if anyone could point me in the right direction of getting a ROM base patch that contains the fairy type and moves at the very least, but preferably also the Gen5 pokemon. I can live without the Gen6 pokemon but it's a major plus.
As my final note, I would also like to ask if anyone has any comment on which tools to use for editing? I did a lot of researching and found JackHack96's DS Pokemon Editor and other tools, which he seems to still update and do a very good job on. But if you have any favorites feel free to make suggestions.

I have to be blunt here. The HG/SS base is hurting your options. The tools aren't as varied and the ROM bases are limited.

What if instead of decreasing the amount of experience, you increased the difficulty curve? A lot of the higher levels are never used in Gen 3 storylines. It also helps prevent grinding as stat growth effect slows later on.

There's no such a ROM Base in existence.
Mikelan98 did a Fairy Type Patch, yeah, but it doesn't have any Gen V or VI Pokémons and nor their movesets.
Ddidn't you saw that except for a few exceptions like Heart Red or Light Platinum DS, the big majority of the NDS Hacks are simple tweks of the Vanilla Games?
