Reszing/new frames/adding more OWs in FR

Hey, everyone! I was hoping somebody might be able to give me some advice on how to get through a brick wall I've hit with my hack. I've actually used up almost all of the OWs available to me and I have a whole bunch more I wanted to insert - is there a safe way to add more OWs without screwing anything else up in the ROM? I have next to no knowledge on the inner working of this stuff so I am pretty scared to try anything like this.

I also wanted to ask (you will probably all laugh at me for this lel) how does one add new frames and resize sprites to 32x32? A friend told me it can be done in NSE Classic but again because I dont know how things work really I have this feeling of surely it can't be that simple? I know it can be done or people wouldn't be using NDS style OWs. The reason I am asking is because I was hoping to make the "Running Shoes" available to more than two sprites (because i cant use the bike in my hack). Thanks to anyone who might be able to shed some light on the subject =)
