I used to occasionly have issues when trying to attack gyms but that's happening a lot less now.

Damage depends on stats.
A Blastoise with higher attack IVs will deal more damage than a Blastoise with lower attack IVs using the same attack, without factoring in opponent's base defense and stamina stats and IVs. Simple as that. A Snorlax using Hyper Beam will deal more damage than a Chansey using Hyper Beam because Chansey has crappy attack stats. |
My snorlax have 368 cp (powered) but the iv's status are pretty good min : 91.1 avg 92.2 max 93.3 so should i power up this poke?

Thanks for the response. I suppose I'm wondering if it would be worth it to keep and use a low-IV Blastoise with a strong special attack.

Movesets > IVs.
Even a perfect IV Pokémon isn't really worth using if it has horrible attacks. I wouldn't bother powering up that Blastoise, though. Wait to hatch a high IV Squirtle and work off that. |

depends how obsessed you get with IV's, i started aiming for 80%+ but now im getting that im starting to look for 90%+ and im sure once i achieve that it will be 100%

i have 29 snorlax candy

that probably wouldnt get it very far, like i said that snorlax is definately worth investing in long term but spending stardust on it now will not get you much in terms of results

Hm, remind me, was it level 20 where things capped out in terms of, encountering more powerful Pokemon in the wild? Or was it Level 30?

Level 20 it caps for egg hatches, level 30 for wild pokemon

The top one means that your drowzee has at least 82.2% IV's which is good, if your other drowzee has a full 15 IVs in one stat but not got 82.2 in total then it's not as good as your first drowzee.
