add script event number of people

I am new to hack. I'm trying to add a person to the city’s pallet town and add an Xse script to it. After writing the script, the person speaks to me if the event number is person 2 and 4 in advance map (this number is used in the old npc), that is, in fact, I am rewriting their scripts without even adding new ones. If you do not understand my point of view (if you put a person on an event 15, the script stops working), and I want to understand why. may be change offset map scripts?

You have to add 15 persons in the map first and "put a person on an event 15".

Yes, there are other simulated objects on the map, but they are for decoration. We are talking about a script that depends on persons number 2 3 4. But it does not respond to 15. so a maximum of three people with dialogues on the map
