I want the best team containg the types i say please tell me the best candidtes for eahc position

Psychic
Fire
Ice
electric
Grass
Rock / Ground

How about these?
Psychic: Mewtwo or Espeon
Fire: Entei or Arcanine
Ice: Not sure...
Electric: Zapdos or Electabuzz
Grass: Meganium or Bellosom
Rock/Ground: Donphan, Dugtrio, Tyranitar,Sudowoodo

Fire: Houndoom
Water: Walrein/Milotic/Wailord/Starmie... really, there's a ton of great Water Pokemon, all with different styles
Grass: Sceptile
Electric: Manectric

That's if you prefer a more offensive battle style. Sceptile will require breeding to make it better (for either leech seed or crunch, its best egg moves, but it can't have both). Manectric will also have to be bred for the great Crunch attack. WTF, 3 Pokemon would have Crunch, heh.

hmm i admit i never try to assemble a team based on typing. usually i just play around with different combinations of my favorite pokemon, that tends to work well for me. rather than using types, i think it's better to create a team using pokemon that work well together.. you know, try to find the right balance of physical and special sweeperts, tanks, annoyer/staller, etc. i've even had some pretty decent mono-type teams.

but if you must ask:
Psychic - alakazam. very OU but he's that good.
Fire - i assume you hate the starters so charizard is outta the question. in which case i like arcanine. extremespeed is exclusive.
Ice - jynx. very fast poke+lovely kiss is a very nice pokemon to have.
electric - i use pikachu, but most ppl use jolteon. i just tend to stay away from OU's unless i happen to like them myself.
Grass - venasaur! good defense with sleep powder and leech seed and decent attacks to boost. he's a good all-around pokemon.
Rock / Ground - i don't use rock and ground types... but if you want physical tank skarmory>>>>any rock or steels. i'd probably use dugtrio, as a ground type. arena trap with its physical sweeping ability is nice. aerodactyl is a nice rock type also with good speed and sweeping ability.

Fire: If you need a defensive wall, go w/ Torkoal. Otherwise Blaziken and Houndoom are your only good options and one of which is better suited to use Physical moves.
Water: Swampert or Starmie. Since I'm assuming you're not importing pokemon from other games and you can, therefore, only get one starter, Swampert if you want to do the Eq/Surf/IB tank, Starmie if you want a strict special sweeper.
Grass: Sceptile (learns 3 Special attacks w/o breeding... Thunder Punch, Leaf Blade, and Dragon Claw), Jumpluff (it's fast and has that sleep powder/leech seed/attack move/sub doodad going for it), or... buh... Ludicolo if you want to mix types and go the route of Tank
Electric: There are electric pokemon in Emerald? Magneton is always a possible inclusion, if not simply for the fact that it kills Skarmories. You could include Manetric on your team. You could also make a team of all-metronoming Cleffas, so keep that in mind too (in case the joke is lost, I'm saying Manetric is bad). You can do Light Ball Pikachu, too... it's just that getting a pikachu with a light ball is very unlikely.
Bonus pokemon:
Psychic: Alakazam. If not Alakazam, then Gardevior. If you use anything else, you're playing the game wrong.
Ground/Rock: Golem!1one Rhyhorn is probably the best Ground/Rock pokemon in Emerald. I don't think Lavitars are in the Safari Zone expansion... if they are, catch one and forget I mentioned Rhyhorn.

Fire: Not much choice here, I'd say Houndoom for a fast Sweeper or Torkoal for a tank.
Water: There are many good ones in this category, Quagsire, Milotic, Svampert, and Lanturn are all worthwhile additions imo.
Grass: Cradily (It can learn both Mirror Coat and Recover and has high defenses and HP) for a staller, Ludicolo for a tank, or Sceptile for a sweeper
Electric: Magneton, Ampharos, or Lanturn

I agree with C_Dog though, going with favourites or interesting new ones often makes for a far better team than picking the members by type.

Fire-Houndoom/Flare
Water-Vap/Swampert/Lanturn
Grass-Sceptile for a mix sweeper, Jumpluff for a sunnybeamer
Electric-Jolt
If you select Lanturn for your Water, go with a tank instead of an Electric type because you would already have one.
If you select Jumpluff, then pick Houndoom.
For a double battle team, pick Jolt and Vap and give them both Helping Hand. It works wonders against the Gyarados/Rhydon team, and does well against many others as well.
