My cousin's team on ruby needs suggestions please rate
 
The team I am about to post is the one my cousin has been training since he got ruby. he has played all of the pokegames.

His philosophy is use what works use it

Groudon L.67

Alright. First thing's first, doubling up on types is a no-no. So, with that said, let's move on.

Because this is an ingame team, there's no reason to just list standard metagame movesets.

Groudon
Why doesn't this thing have Earthquake? It IS a Ground-type after all. Give Earthquake back instead of Fissure. If you have Emerald/Leaf Green/Fire Red, your cousin might think of trading it over so that you could teach it Rock Slide via the move tutor. That would replace Dragon Claw. Because this is ingame, there's no real problem with Fire Blast and Solarbeam, especially if you want to conserve TMs. Consider Brick Break, though.

Blaziken
If it's Jolly, why give it TWO special attacks. Go with Flamethrower for power and accuracy or Blaze Kick for novelty and the possibility of critical hits. There's ZERO reason for peck to still be on it. Replace it with, perhaps, Return or (if you choose this over Groudon) give it Rock Slide. Look into teaching it Earthquake, if you have the TM.

Swampert
Eww... HM move not called Surf... delete Waterfall. You shouldn't need to scale anymore of those, and unless you like Double Battles (which is pretty much the only way Waterfall will ever be better than Surf), it's really worthless. If you have a spare Return, teach it that, or maybe teach it Ice Beam if you have that TM handy.

Ludicolo
Box it. It's an HM Slave. If you WERE going to use a Ludicolo, try to see if you can breed one with Leech Seed. Breed with a Cacnea or Breloom to get it. Then teach it Toxic, Rest, and Surf or Ice Beam. Oh, wow... a standard moveset! Probably the easiest one to obtain. If you don't want to breed, try the even easier standard, Surf, Ice Beam, Giga Drain, Rain Dance. Be sure you have the Swift Swim nature!

Swellow
What's up with that item? It doesn't do anything in battle, especially if your Swellow already loves you. There are three flying attacks on this bird. Ditch two of them. I'd suggest in this order: Fly<Wing Attack<Aerial Ace. I'm a fan of AA, but Wing Attack has 15 more PP for the same 60 base power in exchange for perfect accuracy. Something TMs you could give it are Return and Facade, and perhaps Steel Wing for a little flavor.

Sceptile
Most standard techniques require breeding, so we'll have to go it alone. Keep Leaf Blade, keep Quick Attack. This is what you should've taught Dragon Claw, so if you have an extra TM from another game, trade it and teach it. Pursuit will make up for the lack of Crunch, and you'll have to find another move to fill the last spot. False Swipe if you haven't completed your Pokedex. Also, this has the best chance of getting King's Rock to work.

Hope that helps. Rather than copying and pasting random movesets, I tried to guess what TMs you had availiable and how willing you were to breed.

Don't use a Toxistaller moveset on Ludicolo. It doesn't even work (or rather, isn't worth it anyway, and makes battles too time consuming) ingame. How you called that standard I don't know. Toxic is the last move listed on Smogon for that slot for a reason, you know.
