Not anymore, since you only have five-hundred and ten EVs to allocate, it’s too frail anymore to be used. Add to the fact there’s a lot more Steel and Dark, and no one really uses It anymore. Err, and on that note, Metagross

Actually, Smeargle is pretty low, and Dunsparce if you mean fully evolved. Lowest is Smeargle for the fully evolved.
